"Sir is acceptable." There's no reason to stop Loki's touching. He's not going to distract Phil from his goals and it's not a possessive touch either. Not demanding. It's clearly teasing, meant to test the waters of what's allowed and what's not.

What he does is step back, put a little distance between them.

"Strip. Then on your knees." His tone is firm. No room for argument. Phil begins to roll up his sleeves. He even turns away slightly to make sure everything he brought out earlier is still in order the way he wants.
