"That wasn't a good scene I saw you in," he says, cutting straight to the point. Loki likes clever words and sometimes Phil sees the purpose of them but they've got a short time in this elevator so he's going to get to the point.
"I think we could have something mutually beneficial without the club. If you're willing."
Phil is, technically, breaking a rule here. He doesn't sleep with people he works with. It can be too messy and complicated. But Loki is here only until he's allowed to return to Asgard. He works for SHIELD, yes, but could leave at any point. He's a consultant. A temporary agent. There isn't a line here so much as a suggestion of handler and agent. He's not breaking a rule exactly but he's definitely bending it.
He glances over at Loki. "I've seen you watch me."
And Phil has a feeling that it's exactly the sort of attention Loki needs right now. He can't deny the little fissure of want that goes through him thinking of the "God" submitting to him. The rush that will bring... well, it only matters if Loki says yes.
