"I'd make sure it wasn't too risky." He knows the stakes, probably not for Phil both for himself and for both of them. But there's something about going 'to hell with all that' anyway and just getting a bit of his desires clipped into place regardless.
But maybe sneaking touches at a Hockey game, or sneaking off like Phil suggested at the tail end of a fun night out on the town, or perhaps even hands dipped inside jeans at a museum exhibit with no one around. He wasn't truthfully all that picky, if he was honest, as long as some part of Scott connected with some part of Phil. But it was more than that too, because as much as it was physical it was also pretty mental.
